This specialization aims to train senior technicians in charge of managing municipalities, departments, regions, and groupings through innovative management and financing methods such as: retrospective and prospective financial and fiscal analysis; inter-municipal strategy and pooling of resources; decentralized cooperation; choice of investments; financial communication; consolidation of accounts and risks; evaluation of public service delegations; management of debts and treasuries with legal-financial stakes in loans; automation of financial commitment and settlement programs.

- Collect, process, record all financial and accounting information of Public Administrations in general and decentralized territorial authorities in particular;
- Gather all the aggregates necessary for the preparation of the budgets of the CTDs as well as their periodic follow-up;
- Participate in the preparation of the local authority's budget and its control
- To master the financial consequences of the investment and financing policies of local authorities
